«سیاستِ‌ تاریخ»؛ طرح‌وارة نیل به سیاست‌گذاری راهبردی برای رشتة تاریخ

چکیده

تاریخ نه تنها باید "گذشتة انسان" را بازنمایی کند بلکه باید این بازنمایی به گونه‌ای محقق شود که جهت برنامه‌ریزی برای "آیندة انسان" مورد استفاده قرار گیرد. بازنمایی گذشته بدون عنایت به برنامه‌ریزی برای آینده، معنایی جز تاریخ برای تاریخ ندارد و این امر، دانش تاریخ را از توانمند‌‌ترین ظرفیت و انتظاری که از آن  می­ رود، یعنی آینده‌نگری و برنامه‌ریزی، محروم خواهد ساخت. اما نخستین گام در این راه، آینده‌نگری و برنامه‌ریزی نسبت به خودِ رشته تاریخ است. باید پرسید ما از رشته تاریخ چه انتظاراتی داریم و چگونه می‌توانیم این انتظارات را محقق سازیم؟ به جهت اثرگذاری غیر قابل انکاری که هرگونه تلقی نسبت به دانش تاریخ بر سرنوشت و آیندة تمدنیِ ما می‌گذارد، اندیشیدن به "تدوینِ یک راهبرد ملی برای رشتة تاریخ" یک ضرورت است. راهبردی که بتواند در جهت استقلال و ارتقای زیست تمدنیِ ما افق­گشایی کند. "سیاستِ ‌تاریخ" تعبیری است که به این ضرورت اشاره دارد.
این مقاله با اتکا به روش تاریخ‌اندیشانه (اندیشیدن و تأمل در مورد وضعیت تاریخی) در صدد است پاسخی برای این پرسش که "سیاست تاریخ چیست؟" عرضه کند و اهمیت پرداختن به سیاست‌گذاری راهبردی برای تحول در رشته تاریخ را خاطر نشان سازد. ادعا و دستاورد این مقاله این است که وضعیت تاریخی ما ایرانیان پس از انقلاب اسلامی ضرورت بذل توجه هر چه بیشتر به گفتمان تمدن‌سازی در تدوین یک سیاست تاریخِ متناسب با شرایط تاریخی ما را اجتناب‌ناپذیر ساخته است.

Representing the past without considering planning for the future has no meaning other than history for history, and this will deprive the knowledge of history from its most powerful ability that is, foresight and planning. But the first step in this way is forward-looking and planning towards the field of history itself. What should we expect from the field of history and how can we make these expectations come true? In order to have an undeniable impact on the fate and future of our civilization, which the attitude towards the knowledge of history has, it is necessary to think about "developing a national strategy for the field of history". A strategy that will open horizons for independence and promotion of our civilization. This is the meaning of “history policy”.
This article, relying on the historical thinking method (thinking and reflecting on the historical situation), aims to answer the question "What is the History Policy?" The claim and achievement of this article is that the historical situation of Iranians after the Islamic Revolution has made it inevitable to pay more attention to the discourse of civilization in formulating a history policy that fits our historical conditions. 
Introduction:
Scientific policies in any society show a strategic view of each scientific field and will lead to the synergy of the activities of the practitioners of each scientific field in order to improve the civilizational life of that society. Scientific policies are formulated based on a broad vision of the opportunities and threats facing society and the contribution that each scientific field can make to benefit from the opportunities and eliminate the threats. History is no exception to this rule. However, considering the status of educational and research activities in the field of history in Iranian universities, it seems that one of the factors that has led to the limited impact in this academic field is the lack of will to think seriously and focus on the result and concrete achievement about such matter. It is namely policymaking.
 The purpose of this article is primarily to draw the audience's attention to the importance of this issue and then to try to obtain a policy framework for the field of history based on the historical experiences of the Iranian society in the last one hundred years. In this article, the main question is what is the meaning and concept of "history policy"? And after that, an attempt is made to answer this question: according to the historical developments that our country has gone through in the last century, especially after the Islamic Revolution, what kind of discourse do we need now to reorganize the policy for the field of history?
Materials and Methods:
This writing is mainly the result of the author's "historical thinking" and not the conventional style of historiography. In other words, the style of work is ideational, meaning that the personal experiences and reflections of the author have provided the source of the work and not necessarily the extraction and citation of external sources. The few references in the text are due to this. The theoretical framework of the article is derived from the Platonic idea in the field of governance, which is known as the “philosopher-ruler”.
Conclusion:
In order to effectively use the knowledge of history, we need to know our own historical situation, and in order to know our own historical situation, we also need to use the knowledge of history effectively. History policy means a way to meet these two needs at the same time. It is a historical fact that the Islamic Revolution has returned Iran to the context of world history and provided new responsibilities and opportunities for the promotion and enhancement of our civilization. This situation for the knowledge of history as an academic field has no meaning other than the necessity of transformation. But we (scholars in the field of history) are still defining it under the policy of history through the discourse of nation-building, which has been popular for almost a century, and operating under a discourse whose relevance has long expired. The unfavorable situation that we are suffering from and that we are facing in teaching and researching history in our universities is due to this. Adherence to or captivity in the historical policy that has expired has no meaning other than misunderstanding historical realities. Lack of historical understanding, if it is not a major defect for others, is considered one of the greatest defects for students of history. The professors and scholars of history should abandon the simplistic view of the field of history, which makes this field appear as something removed and isolated from the developments of the present and future in their eyes, and accept the inevitable necessity of the correct view that "all history is contemporary history". They must adopt a forward-looking perspective.
Transition from history policy based on "nation-building discourse" to history policy based on "civilization-building discourse" is an undeniable necessity of our time. This requires the field of history to further expand its perspectives and capacities. We must now pursue the topics and priorities of our historical studies on a global scale and in proportion to the opportunities and situations that they provide for our civilization. This article was only intended to discuss the policy of history. Trying to present an operational model of history policy based on our current realities requires another area, which I hope will be provided
